These are not the first arrests in a clear attempt to intimidate opponents of the referendum. The measure united formerly divided government opponents, a development that makes the administration nervous. I can picture the event quite clearly. Grab the person & because he struggles, charge him with arrest. Then - slip some drugs in his pocket.
